ID help. Homemade? Folk art? Or

Ed LaRoe nflcc ca.	Does anyone recognize this as the same or similar to other unknowns or small manufacturers ? It's been in my collection at least 15 or 20 years. Notlooking to sell it just curious of its Origin . The hardware is hand cut as I do see the scribe lines. I always thought the hook hangers were off a Helins. But after comparing them to some I have and some on eBay I see they are different. Also has a lead plug in the tail. Any info or ideas would be appreciated. Thank
