The National Fishing Lure Collectors Club (NFLCC) is a non-profit, educational, international organization founded in 1976. Bob thanks for posting this really cool Rotary Head bait. Terry Oxley is "The Man" when it comes to Rotary lures, and his book is an outstanding resource. I went through his book and could not find any examples matching the unique forward fixed prop and metal strap collar hardware on your lure. I don't think your example is related to Shakespeare, but this was a very popular and much imitated style in the early 1900s and could be either a nice piece of folk art or made by a small volume kitchen table maker. Chance Dunlap does a really nice blog on folk art lures, you might want to scroll through his site as well.
