Bizarre 12 inch wooden articulated lure

Some years ago, before I moved to inland Brazil, I found two dust-covered giant jointed "Rapala-like" lures with no markings on an old fishing tackle shop going out of business at ItanhaƩm, Sao Paulo State, Brazil. Old dude at the shop told me they are not Brazilian-made, but couldn't tell me their origin further than that.
Both lures are similar in bottom color, but one with midnight blue back (photos) another (currently at my father's home) with a royal blue back. Unused. They have no markings, but are made of wood (balsa?), with heavy wire and these huge open double hooks, inserted (glass? plastic?) yellow eyes and metal lips attached with an acrylic piece behind.
I bought them(very cheap) because they are unusual and beautiful, great conversation starters and today I found this one when unpacking stuff at my new home and it raised some curiosity again. Will have a nice spot at the library wall!
Would be nice to know more about them. Who made it? Where? When? For what purpose?
Can you, gentlemen, kindly provide me some information?
